Second death confirmed as floodwaters rise in Texas
Rescue teams are fighting to evacuate hundreds of people in Texas and a second death has been confirmed as Tropical Storm Harvey continues to discharge torrential rain over the state. Rising waters and flash floods are adding to the damage caused by Harvey's hurricane-force winds, now abated, with the south-east of the state the worst hit.
